Health and Welfare Reforms for 21th Century


Abstract
Many countries are reviewing their health care and welfare systems and the suitability of their existing approaches to financing, organizing and delivering health care and welfare services. Yet health care and welfare reforms are inherently a normative as well as an economic and organizational activities. Pressures to achieve better expenditure control and greater productivity and efficiency need to be balanced against deeply rooted moral imperatives to maintain universal access to health care and welfare services, and to improve the equity. Pressures for those reform measures come from the aging population structure and globalization. Globalization requires the improvement of efficiencies in the health care and welfare systems. The aging population structure requires the structure change of health care, pension and other welfare system. Under these circumstances, this paper describes the direction of reforms of health care and welfare system in Korea.
